Jesus said, "Ye must be born again" (John 3:7). Have you repented and believed on the Lord Jesus Christ? You can pray this prayer if the Lord is drawing you to Him:
Father God, have mercy on me, a sinner. I turn away from my sins in godly sorrow. I believe that Jesus Christ is Lord and that you raised Him from the dead. I ask for your forgiveness and cleansing me from all sin. I recognize that I am saved from my sins only by your grace and not by anything I could ever do. I thank you for your forgiveness and mercy. I ask you to baptize me with your Holy Spirit right now, and that you wholly sanctify and cleanse me. In Jesus holy name I pray and believe it! AMEN!
